Meeting Minutes
March 3, 2021
Members Present: Carine Arendes, George Brandt,David Burke,Alan Eckert,Ruth Harshfield (Chair),
Michael Hendrickson (alternate), Richard Keast (Vice Chair), Serge Killingsworth (alternate), Holly
Koontz, Lonnie Martinez, and Lindsey Wise.
Members Absent: Carl Fisher.
Staff Present: Community Development Director Kenny Asher, Central Services Director Nadine
Robinson, Sr. Transportation Planner Dave Roth, Senior Project Engineer Tegan Enloe, and Senior
Administrative Specialist Joe Patton.
Others Present: TTAC Council Liaison John Goodhouse,Washington County Principal Planner Erin

1. CALL TO ORDER
Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held remotely using MS Teams

4. PUBLIC COMMENT / TTAC MEMBER ITEMS
Emailed public comments were received and discussed during Agenda item 7.
5. WASHINGTON COUNTY STREET DESIGN STDS
Erin gave a presentation on Washington County's Complete Streets Design Update including background,
objectives, definitions of: Complete Streets, Road Design and Construction Standards and Transportation
System Plan, a map of roads that Washington County has jurisdiction over,Transportation System Plan
Policies, the timeline, community outreach,proposed updates, area type:Town Center,Main Street or
Station Area, area type : Other Urban and Rural, existing cross section, arterial: Town Center,Main Street,
Station Area,arterial—other area,protected bicycle facilities, questions, and project contacts. Members
noted preferences for the different options for bicycle protection design options depending on
circumstances.The ongoing maintenance costs are going to help guide the decision,but all the designs fit
in the current right of way standards.
6. UPDATE: MAIN ST GREEN ST
Dave noted that the designers used the incorrect turn model for the SW Scoffins and Main intersection so
when the correct model was used the proposed landscaped median had to be removed. A new alternative
incorporating a reduced pedestrian crossing will be used. The exit driveway for the dry cleaners could not
be closed without greatly impacting the business,but it will be channelized to limit conflicts.

7. FERN STREET UPDATE
Dave noted Fern St. is an important connection and cannot be closed to thru traffic. The traffic volume
for that street is low— even for its functional class. As noted at the last meeting,most of the vehicles are
going at or below the speed limit, likely due to the already installed traffic calming speed humps.There has
only been one minor traffic crash in the past four years of data. The street is not built to current urban
standards and based on the street classification, and speed/volume/safety data,it would likely not be
elevated to high priority for upgrade. There are many other higher volume streets with safety hazards and
worse data that need to be addressed. The city has limited funds available to address issues with all streets
within Tigard. Staff will outline what changes will take place in the immediate future and communicate it
to the neighbors and TTAC. Shared lane markings will be added and if approved by Council the speed
limit will be reduced to 20 mph.Another option is for the neighbors to form their own local improvement
district to tax all property owners in the district to fund needed improvements. Dave noted that one
neighbor voiced opposition to the changes proposed in the online petition.
8. 2021 TTAC WORK PLAN UPDATE
Dave noted that Susan Shanks will attend the meeting in April to discuss the Washington Square project
update. Sean Farrelly will attend in May to discuss the Substantial Amendment to the Downtown Urban
Renewal District.There are other items planned but the timing is uncertain. The updated work plan
through June will be shared with members. Lindsey noted that PSU has free online Friday Transportation

9. TTAC MEMBER ITEMS
A. ODOT did not allow the North Dakota St. Fanno Creek trail crossing to be included in the bridge
replacement project. Staff will explore other options for future improvements. The Tigard St.
crossing will be likely be updated with its bridge replacement.
B. Tigard received a Community Block Grant for sidewalk infill along Frewing St. along with
stormwater and culvert improvements. It was estimated to cost$500,000 but the actual cost
escalated to over$800,000.
C. Council approved a Transportation Network Company (TNC) partnership with Portland for
oversight of TNCs such as Uber and Lyft and a $0.50 fee will be added to rides originating in
Tigard beginning in April.
D. An engagement survey regarding 79`'Ave. is available: https://www.engage.tigard-or.gov/79th. It
has a high volume of traffic with a high rate of speeding over the limit and has some of the worst
safety data in Tigard.
