Washington County Consolidated Communications Agency (WCCCA) ~ IG214005 ~ LEDS Management Control Agreement LEDS MANAGEMENT CONTROL AGREEMENT
BETWEEN THE Washington County Consolidated Communications Agencv
(WCCCA) and the Tigard Police Department.
The purpose of this agreement is to agree to operational practices and procedures
for management control over that portion of the Washington County
Consolidated Communications Agency equipment, personnel and functions
that relate to the Law Enforcement Data System (LEDS) and the National Crime
Information Center (NCIC).
Pursuant to Oregon Administrative Rules OAR 257-15-0080, it is agreed that the
police department shall have the authority to set and enforce (1) priorities; (2)
standards for selection, supervision, and termination of personnel; and (3) policy
governing the operation of computers, circuits and telecommunications terminals
used to process, store, or transmit information to or receive information from the
Law Enforcement Data System. Management control includes, but is not limited to
the supervision of equipment, system design, programming, and operating
procedures as necessary to ensure compliance with LEDS and NCIC rules and
policies.
The WCCCA Agency Director shall notify the Chief of all minor cases of LEDS,
National Crime Information Center (NCIC) and data complaints, investigations and
their findings. In the event of any serious complaints, the WCCCA Agency Director
will ensure that the police department is notified and has opportunity to provide
input and participate in both the investigation and the outcomes. The police
department will notify the WCCCA Agency Director when such issues are first
identified by the police department staff.
