RESOLUTION NO. 1-91
RE:
Seven-Step Payroll Implementation
On the motion made by Commissioner Audrey Castile , and
seconded by Commissioner Denis Borman , and passed by
affirmative action of the Board of Commissioners, on this 8th day of
January , 1991 , Tigard Water District adopts the following
resolution:
Whereas, the Board of the Tigard Water District (TWD) did on it's
October 11 , 1990, regular meeting tentatively adopt the seven-step
employee pay schedule prepared by Cascade Employers Association, Inc.,
and
Whereas, the Board subsequently learned, by way of an employee
grievance, that some TWD employees are dissatisfied with certain aspects
of this pay schedule and have requested adjustments which the Board
believes should be considered and addressed; and
Whereas, the Board considers that it is of importance that pay
schedules for District employees should be reasonably compatible with
the range of wages earned by employees holding similar positions in both
the private and public sectors; and
Whereas, the Board chooses to continue to determine employee
wages and benefits in a process including an annual review by a
committee composed of employee representative(s) and Board
representative(s).
Whereas, a committee of four employee representatives (two field
employees and two office employees) and such commissioners as
appointed by the Chairman of the Board, shall review the seven-step pay
schedule recommended by Cascade Employer's Association, Inc.. with the
amendment proposed above in Section 1 of this Resolution, and give it's
�.. recommendation to the Board at the regular December meeting, with the
outlook that, if approved, the adjustments and schedule will become
' effective January 1, 1991 .
Whereas, this same committee shall subsequently meet to review,
negotiate salaries, wages, and benefits for the 1991-1992 fiscal year.
It is hereby resolved as follows:
Motion was made by Audrey Castile and seconded by Denis Borman to
approve the seven-step employee pay schedule presented at the January 8,
1991 Board meeting. It was noted that once the program was up and
running, other adjustments could be made at a later time. The effective
date of the pay schedule is retroactive to January 1 , 1991. Robert Bledsoe
moved to amend the motion to include the printed document (computer
printout).
Question was called for and motion carried unanimously as amended.
This Resolution replaces and supersedes the prior resolutions of the
Board at it's October 11 , 1990, meeting and November 13, 1990, meeting
with respect to implementation of the recommendations of the Cascade
Employers Association, Inc.
