An ordinance amending Ordinance No. 2-92 Appendix II, water rates, of the Rules, Rates,
and Regulations for water service in the Tigard Water District.
Whereas, the District's revenue is not sufficient to meet the District's expenditures; and
Whereas, the Board of Commissioners of the Tigard Water District recommends the rates
and charges prescribed herein be adopted in order to help meet the District's revenue
requirements.
NOW THEREFORE, THE TIGARD WATER DISTRICT ORDAINS AS FOLLOWS:
Section 1: Ordinance No. 2-92, Appendix II, shall be amended as follows (language to be
deleted is shown in [BRACKETS]; language to be added is UNDERLINED):

The Board of Commisioners of the Tigard Water District will be considering the following
ordinance, which will increase retail water rates 10%, at its regular meeting at 7:30 p.m.,
Tuesday, June 8 at the District's Operations Center, 8777 SW Burnham Street, Tigard, Oregon. A
copy of the ordinance is available for public reading from 8:00 a.m. to 5:00 p.m., Monday
through Friday, at the District's Operations Center.

Notice of Public Hearing
The Board of Commissioners, Tigard Water District, has called for a public hearing to be
held in the Richard M. Brown Auditorium at the Water District Operations Center, 8777
SW Burnham Street, Tigard, Oregon, on June 8, 1993 at 7:30 P.M. The purpose of the
hearing is to consider a proposal to increase water rates, effective July 20, 1993, from the
current rate of$1.20 per 100 cubic feet over the minimum of 400 cubic feet. Water users
with standard 5/8" x 3/4" water meters will be billed for a minimum charge of $7.15 for
400 cubic feet per month. Charges for larger meters will be increased proportionately.
Because most water customers are billed every other month, you will see a minimum
charge of$14.30 for 800 cubic feet for a standard sized water meter.
The City of Lake Oswego, our main supplier of filtered Clackamas River water, will be
increasing its wholesale rates to Tigard Water District by 17% during the 93-94 fiscal
year(July 1993 to June 1994). Even though Portland Water Bureau has reduced its
wholesale rates to the Water District, the wholesale rate is still substantially, $.45, more
than the proposed retail rate from the District.
Tigard Water District is a non-profit municipal corporation. It must remain solvent and
can not absorb all of the increases in wholesale water rates. Wholesale water purchases
represent a major part of the Water District's annual budget expenditures.
Even though this proposal increases the water rates 10%,the tax rate for bonded
indebtedness will be $.08 per$1,000 assessed value. Within three years, if there are no
new bond issues, the Water District will be debt-free.
Proposed new water rates for all size water meter:
$1.32 per 100 cubic feet over the 400 cubic feet minimum per month.
Minimum (monthly) charge:
5/8" x 3/4" water meter size: $7.15 for 400 cubic feet.
Most water bills are sent every other month and will show a minimum charge of$14.30
for 800 cubic feet for a standard 5/8" x 3/4" water meter size. This is the standard water
meter for most single family dwellings. (Note: 100 cubic feet= 750 gallons.)
