Meeting Minutes
December 9, 2020
Members Present: Chris Haedinger, Scott Hancock, Renette Hier, Hemendra Mathur,Tom
Murphy (Vice Chair),Tim Myshak, Kate Rogers (Chair), Ryan Ruggiero, Elise Shearer, Faez Soud,
and Justin Watson (Ex Officio).
Members Absent:Angeline Chong, and Katlyn Prentice (Alternate).
Staff Present: Community Development Director Kenny Asher, Central Services Director Nadine
Robinson, Redevelopment Project Manager Sean Farrelly, Principal Engineer Andy Newberry;
Project Coordinator Christine Zellmer; and Senior Administrative Specialist Joe Patton.
Others Present: TCAC Council Liaison John Goodhouse, Kearns and West Communications
Consultant Kirsten Hauge, and future TCAC Commissioner Chris Sjolin.
1. CALL TO ORDER
Chair Rogers called the meeting to order at 6:30 pm. The meeting was held remotely using MS
Teams with a call-in number provided for the public.
2. CONSIDER MINUTES
The November 11, 2020 TCAC Minutes were unanimously approved.
3. FOLLOW UP FROM PREVIOUS MEETINGS —N/A
4. NEW CITY FACILITIES PLANNING
Nadine noted the current city buildings do not meet seismic standards. The project to construct a
new building and consolidate services can be completed without raising property taxes. The current
site contains approximately 9.5 acres of redevelopable land. A new facility would include increased
public parking and a community room. The building could be up to six stories tall. She discussed the
project timeline and the current phase which includes determining the building size needs and a
financial assessment. If Council approves proceeding, the last phase will include taking the project to
Tigard residents for input and support. Kenny discussed the benefits of redeveloping the current site
and noted that redevelopment would increase the tax revenue. The police department would greatly
benefit with additional workspace and storage. If approved,a redevelopment plan would be put in
place and would include affordable housing.June 2021 would include the final feasibility report and
Council would decide if the project will proceed. Kirsten discussed the activities to date,upcoming
opportunities, and how Commissioners can help.The target date for project construction is summer
2023.

5. MAIN STREET GREEN STREET PHASE 2
Andy and Christina shared the concept plan for the project. The current schedule forecasts
construction starting in July 2021 with the bulk being completed by October 2021 with some work
possibly continuing into 2022. It will include improved pedestrian crossings and the parking changes
will net a loss of only one parking space.The TriMet stops will be reduced from four to two. Other
necessary street work will take place at the same time to have less impact on businesses.
6. CONSIDER RECOMMENDING CITY CENTER UR PLAN SUBSTANTIAL
AMENDMENT
Sean gave a brief presentation on the current Plan accomplishments, the proposed amendment,the
approval process,past and current projects supported by the current Plan,the projects to be
supported by the amendment,impacts to the taxing districts due to the amendment, and the process
and timeline. A video and other communication tools are under development to communicate the
need for the amendment. Commissioners unanimously agreed to refer the proposed amendment to
the TCDA for approval.
7. PLANNING FOR JANUARY TCAC GOAL SETTING MEETING
A subcommittee will meet to plan the goal setting meeting. Ryan, Scott,Elise, and Justin
volunteered.
8. NOMINATIONS FOR 2020 TCAC OFFICERS
Ryan was nominated as Chair, Scott as Vice Chair. Nominations will remain open until the January
election.
9. LIAISON REPORTS
A. The TDA is hoping to have a few events in January. Commissioners complimented the
downtown lights.
10. NON-AGENDA ITEMS
A. St. Anthony's is giving food boxes to those in need on December 18, 22 and 29.
B. CPAH held a virtual Red Rock Creek Commons opening.
C. The Tigard utility relief program for residents and businesses will continue through June
2021.

Construction Project Update —January 6, 2021

Wall Street to Tech Center Drive
• Construction continues on the new street connection from Wall Street to Tech Center
Drive. Signal work continues at 72nd Avenue and Tech Center Drive. Expect intermittent
lane closures between 9 am and 3 pm.

Pathfinder Court and Pathfinder Way Trailheads
• Construction of ADA-compliant ramps is occurring this week at the Pathfinder Court and
Pathfinder Way trailheads. Concrete pour is occurring on January 5 and pavement
restoration is occurring on January 7 (weather permitting).

79th Avenue and Ashford Street
• Brookside Subdivision is under construction at 79th Avenue and Ashford Street. Expect
intermittent lane closures with flagging on 79th Avenue as utilities are installed and the
road is improved.

River Terrace Area Construction
• Traffic on Roy Rogers Road has been shifted to the east side of the roadway onto the
newly widened portion, and work has begun on installing a waterline and widening the
west side of the road.
• River Terrace subdivisions are under construction, particularly on the east side of Roy
Rogers Road, south of Scholls Ferry Road.

• Construction is ongoing for a new subdivision on the west side of 150th Ave, south of SW
Hawks Ridge Road.
Tualatin Valley Water District
• SW Greenburg Road: Water main construction scheduled to begin on January 4.
Intermittent flagging from SW Oak Street to SW Hall Boulevard on SW Greenburg Road.
• SW 68th Parkway: Water main construction continues through the end of the week.
Expect lane closures with flagging on SW 66th Avenue and SW 68th Parkway south of SW
Hampton Street. Major construction work in this area by Tualatin Valley Water District is
tentatively anticipated to be completed by January 8.
