The purpose of the Park and Recreation Advisory Board is to advise and
advocate for park and recreation opportunities for a growing Tigard.
MEETING DATE: February 10, 7 — 9 p.m.

1. Call to Order and Roll Call
The meeting was called to order at 7:06 p.m. by Wayne Gross.

2. Approval of Minutes:January
Claudia Ciobanu moved to approve the January 13, 2020 meeting minutes. Ben Holmes seconded
the motion. The minutes were approved by a vote of the board members present with Wayne
Gross, Ben Holmes, Claudia Ciobanu and Ellen Seminara, voting yes, Scott Winkles, Sean Ernes
and Tristan Irvin was not present at the time of the vote.
3. Comments from the Audience

4. Parks Manager Report
Martin McKnight gave an overview of staff changes:
• A bench for Steve Martin is in the works. He contributed to developing 204 acres of land on
21 different properties.
• New Assistance PW Director, Rob Murchison plans to attend future PRAB meetings.
• Introduction of Parks Supervisor, Chad Marrow
Update on PRAB's recommendation for bylaws change.
• City Attorney recommends that PRAB leaves the Bylaws as is for the time being.
Master Plan update:
• In the process of tweaking existing maps
• Up next in the Master Plan process is the public involvement phase.
• Stakeholder and Focus Groups will be organized for Feb 20 & 21
• MIG plans to attend PRAB in April,June and August
5. Annual Goals
Discussion is on hold until March.

6. Metro Bond Discussion
There are 6 different categories for how the Metro Bond money will be spent. One category is
Local Share - $3.1 million for Tigard. Metro asked for a project list by February 7 on how the Local
Share money will be spent.
The following was submitted by Martin McKnight based off the CIP rankings:
• Property purchase in Tigard Triangle
• Steve Street property
• Three projects at Dirksen Nature Park: off-street parking lot, small nature play area and the
community trail
• Major maintenance at Cook Park Playground. Creating a more inclusive playground.
All these projects should be completed or well on their way within the next 3 years.

7. Recreation Updates
Kimberly Cederholm gave the following updates:
• Be That Girl—Thur 2/13
0 2nd time
o Max enrollment (24 participants)
• Rec will be offering an all-women's self-defense class this summer
• Family Sweetheart Dance
0 39 participants
o Fun filled night
• Fanno Creek House Rentals
o 10-12 tours since last PRAB meeting
• Egg Stuffing Party
0 13-14 volunteers
o Majority of prep is done for the Egg Hunt
• Movie on the Court, Mar 14
• Working on summer programming
8. Park Updates
Chad Morrow gave the following updates:
• Clean Water Services has finished up at Cook Park. In May, the landscaping will finish up.

• Boy Scout Jamboree occurred at Cook Park with 200 participants. The participants spread
tree chips around the park
• Recruitment of seasonal is beginning
• Staff and parks are gearing up for Tigard Little League
9. Non —Agenda Items
Councilor Heidi Lueb spoke on the Public Safety Levy
• The Public Safety Levy will be on the May ballot
o This levy consists of adding 8 patrol officers and 1 school resource officer
• Property taxes would increase $0.29 per $1,000 of assessed value, which is approximately $81
per year.
There is a concern whether lights will be put up along Heritage Trail. Martin will follow up.
Request for an update on drones in parks, will be added to list for future agendas.
