Call to Order and Roll Call The meeting was called to order at 7: 01pm by Wayne Gross. 2. Approval of Minutes: March Natalie Newgard moved to approve the March 9, 2020 meeting minutes. Claudia Ciobanu seconded the motion. The minutes were approved by a vote of the board members present with Tristan Irvin, Scott Winkles, Natalie Newgard, Darlene Dick and Wayne Gross voting yes, Sean Ernes, Ellen Seminara and Ben Holmes were not present at the time of the vote. Parks and Recreation Manager Update a. Introduction— Rob Murchison, Assistant Public Work Director Rob has been with the City for 15 years — came from engineering He will be starting the recruitment process of Parks & Rec Manager b. COVID 19 changes/modifications to operations Currently Open: Dog Parks, Skate Parks, Tennis Courts, Park Restrooms (limited capacity), Shelters (restrictions) Closed: Basketball Courts, Playgrounds (possibly open in Phase 2) Plan on July 1 to re-open shelter reservations (100 individuals) Sports leagues should be opening in Phase 2 In the process of hiring seasonal workers — some will start next week. c. Capital improvements/projects Repaving of Potso Dog Park parking lot No current updates on Universal Plaza d. Staffing update 2 additional Utility Workers (field staf� & Parks Supervisor (these positions are not guaranteed for future years) 5. Budget Update Joe Barrett, Public Works Business Manager, gave the following updates: • Reserves are being used for the 3 new Park positions • The Park & Rec fee has not been impacted at this time. • Both departments are forecasted to come in at 80% - in good shape for next fiscal year. Parks System Master Plan Report Consultant Project Managers with MIG—Alex Dupey and Ryan Mattau Equity will be incorporated in the current process Overall the project hasn't changed, but input has changed due to COVID-19 MIG is currently working on Gap analysis Needs and Assessment Background Information on Tigard: • 15% of Population live on $25,000 per year • 34% of Population make over $100,000 • 270 acers of developed parks in 10 years • Reached 5 years of Recreation Planning • New development at River Terrace Opportunities Challenges Existing land Serving Tigard equitably Evolving rec program Filling gaps in built community Complete and link trail systems Funding a growing system Tigard triangle renewal Connecting Neighborhoods COVID-19 and close to home rec Sustaining system in recession Recreation Trends: Social activities and community involvement, COVID-19: Increase demand for parks, trails and open spaces, decrease in program and rental revenues, physical activity, reliance on public restrooms 10-Minute Walk Analysis: • Every Tigard Resident should be within 10-minute walk of a park • MIG analyzed areas of the city within a 10-min walk of major trail • One gap in data is the Steve St Property Current Engagement Strategies • 6 stakeholders' interviews • 3 focus groups • Map-Based Questionnaire— Broad outreach for the community with a variety of topics o Important to publicize this questionnaire Questions to consider: • Who is not being served by Tigard parks systems? o Important for PRAB to have data to this • What physical gaps do you see in the system? Recreation Updates Recreation Coordinator, Kimberly Cederholm provided the following updates: • Day Camps start July 1 — almost all the camps have reached full enrollment • 2 Pop Ups this summer— starts July 15 • 6 Fanno Creek Rentals (possibly open to additional rentals on July 1) • Cancelled all movies, concerts and Tigard Runs Kimberly announced her resignation, she plans to work until July 24 8. Park Updates Martin McKnight gave the following updates: • Final touches at Cook Park with the Clean Water Services • Hiring seasonal workers to start next week. • Tigard High School Graduation on June 20 9. Non —Agenda Items No changes in PRAB membership July—vote in Chair and Vice Chair 10. Executive Session No executive session was held. 11.
