City Council Meeting Minutes
August 4, 2020
1. STUDY SESSION
A. EXECUTIVE SESSION—At 6:34 p.m.Mayor Snider read the following citation:
The Tigard City Council will go into Executive Session to discuss the employment-related
performance of a government official under ORS 192.660(2) (i). All discussions are
confidential and those present may disclose nothing from the Session. Representatives of the
news media are allowed to attend Executive Sessions, as provided by ORS 192.660(4), but
must not disclose any information discussed. No Executive Session may be held for the
purpose of taking any final action or making any final decision. Executive Sessions are closed
to the public. The Executive Session ended at 6:53 p.m.
2. BUSINESS MEETING
A. At 7:31 p.m. Mayor Snider called the Tigard City Council and Local Contract Review Board
Business Meeting to order.
B. City Recorder Krager called the roll.

3. PUBLIC COMMENT
Mayor Snider stated that written public comments were due by 4:30 p.m. and call in questions are
taken via telephone by calling(503) 966-4101.
A. Follow-up from Previous Public Comment- City Manager Wine had no follow-up to previous
public comment.
B. Public Comment—Written
There were three citizen comments received by the 4:30 p.m. deadline. Mayor Snider read a
summary:

• Gale Gipson commented on Mayor Snider's Regal Courier article,racism, police
unions and other political opinions.
• Kenneth Krolikoski commented on racism and sidewalk chalk writing report.
• Dennis Worzniak submitted thoughts on the composition of the Transformation
Commission, school resource officers,defunding police, support for using safety levy
funding as approved by voters.

4. CONSENT AGENDA (Local Contract Review Board)
A. CONTRACT AWARD FOR WALL STREET/TECH CENTER DRIVE
IMPROVEMENTS TO EAGLE-ELSNER,INC
B. CONTRACT AWARD FOR JANITORIAL SERVICES TO TVW,INC
Councilor Newton moved to adopt the consent agenda as presented and Councilor Lueb
seconded the motion. City Recorder Krager conducted a roll call vote and the motion passed
unanimously.

At 7:36 p.m. Councilor Lueb made a motion for adjournment. Council President Goodhouse
