RESOLUTION NO. 20-63
A RESOLUTION THANKING TOM ANDERSON FOR HIS OUTSTANDING SERVICE TO THE
CITY OF TIGARD
WHEREAS, Tom Anderson, a longtime city volunteer, business owner and community advocate is retiring
from service as an elected Tigard City Councilor on December 31,2020;and
WHEREAS, Over the course of Councilor Anderson's service, the city faced unprecedented challenges from a
worldwide pandemic, seasonal wildfires, an economic recession with corresponding city budget concerns,
critical regional negotiations for Southwest Corridor transportation planning, Downtown and Tigard Triangle
Urban Renewal District planning& economic development and addressing long-term provisions for affordable
housing;and
WHEREAS, Councilor Anderson skillfully served as Tigard's representative on several local and regional
boards and committees to ensure the best future for the Tigard community. His gift for listening and careful
consideration of multiple viewpoints on sometimes polarizing subject matter reassured resident's that their
elected leaders were listening;and
WHEREAS, His steady influence contributed to important foundational work by Tigard's Budget Committee,
Planning Commission, City Center Development Agency, Willamette River Water Coalition and the Regional
Water Providers Consortium as well as gaining thanks from Tigard families and baseball players for his
continuing and persistent advocacy for Tigard Little League activities;and
WHEREAS, Councilor Anderson's extraordinary contributions in support of affordable housing, senior
housing and services for Tigard's homeless and vulnerable residents brought attention to an underserved and
growing demographic. His advocacy for the new senior living community in the Tigard Triangle and plans for a
senior affordable housing project at the Tigard Senior Center gave energy and focus to community interests,
while his representation on Metro's Affordable Housing Committee kept stakeholder focus on preserving
affordable housing and land for residents who could be displaced by the eventual arrival of Southwest Corridor
light rail;and
WHEREAS, during his term in office, Councilor Anderson contributed to projects and progress on Urban
Renewal District activities in the Downtown (Tigard Street Heritage Trail, Universal Plaza, Attwell Off Main
mixed use housing/retail, Ash Avenue Dog Park, Downtown Public Art) and the Tigard Triangle (Red Rock
Creek Commons by Community Partners for Affordable Housing, master planning "New Tigard Triangle:
Planning for Equitable Development" to guide strategic investment in the Triangle for diversity and vitality to
transform the area into a mixed-use and pedestrian-oriented district), he helped gain voter approval for a
Pioneering Tigard Police Public Safety Levy, shared insight on next-phase planning for River Terrace, and
contributed to updating our Metro regional water system partnership planning.
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: The City of Tigard City Council and staff members hereby thank and honor
Councilor Anderson for his meritorious and dedicated service to the city in the
past four years.
