Yes, Lina, any Change of Use raises the possibility of increased System Development Charges (TDT, TSDC, and Parks) and
a change from General Office to Medical Office is a classic for requiring increased SDCs. The difference in rates is
substantial. For example, for TDT,for 1,000 square feet the General Office rate is $9,412 and the Medical Office rate is
$31,889, reflecting the anticipated higher traffic impact of a Medical Office.
If you will give me the square footage of this facility I'll calculate the increases in TDT,TSDC, and Parks.

Hi Jennifer,
I'm reviewing the building permit for Discover& Encounter Life Counseling at 7340 SW Hunziker Rd #215.
You'll need to apply for a minor modification for a change of use from office to medical office for this one, so we can get
an updated parking count. I think you can update and re-use some of the application materials that were submitted for
the Waypoint Counseling minor modification that was approved in July.
Please e-mail us the following:
• Completed application form, signed by the property owner(s): https://www.tigard-
or.gov/city hall/departments/CommunityDevelopment/Master Land Use Application.pdf
• Proof of property ownership (for example, a copy of the deed)
• Site plan, showing all parking spaces on site and drawn to a measurable scale
• Applicant's statement/narrative:
o Include a list of all the tenants on site,their use categories, and square footage of each tenant space
o Address the minor modification approval criteria: http://gcode.us/codes/tigard/view.php?topic=18-
18 700-18 765-18 765 060&frames=on
• Application fee: $344.
o Once we receive your application materials,we'll e-mail you a link to pay online. Please note there is a
3% service charge for all debit and credit card payments, but there's also an option to pay by e-check,
which has no service charge.
• Review time: Approximately 1 week
• This minor modification must be approved before we can route your building permit for processing.

Albert:This change of use from "office"to "medical office"will increase the site's parking count in terms of land use.
But will it also impact the applicant's TDTs/SDCs? I know we ran into a similar situation with the Waypoint Counseling
permit a few months ago. Please let us know.

(BUP2020-00223) in the Record Number field, and click Search. Once paid, please notify us at
TigardBuildingPermits@tigard-or.gov, and I will place this permit in our open Permit Center conference room for you to
