Police Department Transparency Webpage and Levy Update
Chief McAlpine and Stefanie Kouremetis met with the committee to provide a levy update
and to share information on the Police Department's communication efforts. The Chief
began the discussion by reminding the committee that just two weeks after the levy passed
the killing of George Floyd took place. The killing caused the nation, and Tigard residents,
to ask if that could happen here. In response to the hundreds of questions and comments
the city received, the Chief made herself available to the community to have frank
conversations. She did this through FB Live meetings, Chat with the Chief,phone calls and
emails. Tigard's Mayor and City Council also participated in the conversations and
responded to the community's call for action by proposing the Public Safety Advisory Board
(which the committee heard about at their July meeting.) Recognizing it would take time to
launch the Board, the Police Department chose to be proactive and share as much
information as they have available through a Police transparency webpage. In response to
community members questions, the webpage is designed to show what the Police
Department is doing,what they have done and what they plan to do in the future. The
webpage shows how the department measures up to the 8CantWait campaign as well as
showing crime and response statistics. The Chief and Ms. Kouremetis walked through the
information on the site and got committee feedback. The members were positive about the
page and the amount of information it contains. Specific feedback included:

Dolly— "This is SO MUCH better than just the old police blotter in the Tigard Times."
Dave — "Perfect. Front page. Right place for transparency information."
Dave asked how often the data is updated. The Chief indicated once a month. He also asked
how accessible the page is. The Chief showed three different ways to get to the information.
Dave was interested to know how Tigard stacks up to other agencies. The Chief said no one
else is providing the data monthly like Tigard. Agencies typically provide information
annually.
Bhushan asked if officers are required to live in Tigard. The Chief responded that a couple
do live here. However, most officers want to "be off work" when they aren't working. That
doesn't stop Tigard officers from being highly invested. It just allows them to "turn it off'
when they leave. She also indicated it would make recruitment much harder if the city
required officers be Tigard residents.
Bhushan asked about the BLM demonstrations. The Chief indicated that two peaceful
marches took place in Tigard. The first march was from McDonalds' on Main St to City
Hall. Along with about 500 participants, the Chief, a commander and one motorcycle officer
participated. The other march was a student march that took place with no incidents.
Bhushan also asked about the number of photo enforcement speed citations that had been
issued. The Chief indicated that as of the meeting date 2,693 citations had been issued. In
chat, Dolly shared that her husband had been the recipient of one of those cites.
The Chief talked about how she is fostering a guardian vs warrior mentality in the
department. She is encouraging staff to think of themselves as part of the community and to
be relationship oriented.
In interviews the Police Department is asking candidates what the George Floyd killing
means to them. Again, looking for cultural competency. The recruitment video is available
on the website if the committee members would like to watch it.
So far, the city has made two job offers, one to a female officer who is bi-lingual and the
other to a male officer who comes from a multi-cultural family and has military background.
The Chief shared that the Oregon Public Safety Academy's,where officer's get certified, last
class in 2020 will take place in December and their next class will be in July 2021.
Councilor Newton thanked the Chief for sharing the transparency information with Council.
She said sometimes you don't know what you don't know until it is pointed out. She is
looking forward to the continuing conversations.
Norma asked how people can trust the officers that are on board now. The Chief indicated
expectations are being shared and performance is evaluated regularly.
Norma asked how the data shared on the webpage helps people who may have experienced
trauma and are afraid of the Police. She shared her husband's experience and how he feels
about the police.
The Chief acknowledged Norma's comments and her husband's experience and asked to
connect with them. Contact information for the Chief and Stefanie were shared in the chat.
Dolly also offered to connect with Norma.
The committee members thanked Norma for sharing and expressed their support.
Dolly asked if the protests in Portland had stopped. The Chief said no, there were typically
100-125 people showing up. She also said the department had received a request to assist at
the protests, but she had declined the request.
Dacia commended the Chief on creating a safe place in Tigard. She noted the Chief was out
front and that she appreciated the Chief supporting the students leading as well. Dacia said
she is proud to call Tigard hers.
There was a discussion about including students in the decision about whether to continue
the SRO program. The Chief indicated Tigard Tualatin School District is taking the lead. A
facilitator is being brought in to help move the discussion forward. In the meantime, there is
a survey available to the community to share their opinions.
Dacia commented that she hoped Avi and Emilio will both be on the Police Safety Advisory
Board. She thinks that will help build relationships.
Dacia hopes the program will continue. She is open to making changes, short of no
weapons.
Public Safety Advisory Board
At the time of the meeting, the city had received 28 applications for the Public Safety
Advisory Board. Kent indicated the requested commitment was for 18 -24 months with
meetings occurring weekly. Kent shared there were six community seats being filled and two
student seats.
Successful applicants will go through a virtual Police Community Academy. Dacia indicated
she was hoping it could be in person and would show the basics. She noted it will be the
foundation builder. Stefanie said the department plans to use video to demonstrate different
procedures.
The community will be given an opportunity to weigh-in on the six community members
they would like to see on the committee. City Council will make the final decision and
appointments.

Bhushan moved to approve the minutes and Connie seconded the motion. The minutes
were approved.

• Dolly shared that Leadership Tigard enrollment was extended if the group is
interested in participating.
• Bhushan and Dolly will be serving on the Washington Square Regional Center
Taskforce
