Meeting Types
(Information for when you are creating an agenda item.)
• Business Meeting - 2nd and 4th Tuesdays: Public hearings and action items (resolutions, ordinances,
motions) are scheduled on a business meeting. Special guests from other agencies (ODOT, TriMet, Metro,
Washington County, etc.) are often scheduled on a Business Meeting. Longer discussion items are by
special approval only. Business Meetings begin at 7:30 p.m. after a 6:30 Study Session is held in Red Rock
Creek Conference Room. These are livestreamed and televised.
• Consent Agenda —1st, 2nd and 4th Tuesdays: Consent Agendas are contained within the Business
Meetings and are action items or "receive and file" items that are routine and require no discussion.
Proclamations are Consent Agenda items.
• Study Session - 2nd and 4th Tuesdays: Study Sessions are held before the Business Meeting and begin
at 6:30 p.m.in Red Rock Creek Conference Room. Items scheduled are short updates to the Council and
administrative review of items including any changes to the Business Meeting. Most Executive Session
matters are scheduled during this 6:30-7:30 time slot. These are not televised.
• Executive Session - Executive Session topics can be scheduled for any meeting type, but the preferred
time is during the Study Session. Topics are limited by law to just a few items, including potential litigation
where a City Attorney must be present, real property negotiations, and labor negotiations. Executive
Sessions can be selected on AgendaQuick to occur at the end of the Business Meeting or during a
Workshop Meeting if you have received permission from the City Manager. Exceptions should be scheduled
through Carol or Caroline who can check with the City Manager so we will manage the scheduling and
keep everyone in the communication loop. Executive Sessions are closed to the public. All discussions are
confidential and those present may not disclose anything from the session. These are not televised.
• Workshop Meeting - 3rd Tuesday- Longer discussion items and meetings with Boards/Commissions and
Committees are usually scheduled for a Workshop Meeting. No action items should be scheduled on this
agenda type unless the City Manager gets approval from the Mayor to make it a combination Workshop/
Business. Workshops begin at 6:30 p.m. These are livestreamed and taped for televising later.
• Special Meeting - Meetings can be scheduled at any time upon the consent of Council. Carol or Caroline
send out special notices and do extra postings to advise the public and media when a special meeting is
called. We give at least 24 hours' notice of all meetings unless it is an emergency. These are livestreamed
and taped for televising later.
