Hello Joe,
I understand that this news is quite significant in regards to moving forward to complete this project. You have some
good questions and I have copied our Utility Billing division to respond to your questions, and specifically to address
payment options for the water meter SDC upcharge.
The only options that we have to offer our customers is that they reduce the number of fixtures being added to get
below the level where a water upsize is required. In this case, however, UB indicated that the original 5/8" meter
installed when the residence was constructed in 2002 was the typical meter size installed in those days. Since that time,
UB has required larger meters based on the current worksheet fixture counts.

Thank you for the quick turnaround of the assessment. The additional $15K to upgrade to the 1", especially hearing that
the system should have originally been 3/4" was a real bummer. I was trying to consider and wanted to ask if there are
any alternative work arounds to avoid the significant charge? Or, is there a way to perhaps amortize the charge on the
client's water bill?
As I'm sure I'm not the first to run into this, any help or guidance would be greatly appreciated.Thank you.

Thank you for working with our UB department to complete the water meter worksheet. The water meter will need to
be upsized and installed prior to final inspection on the building permit to convert the space for the new laundry
room and adding the bathroom to the old laundry room.
This permit is now ready to issue and the balance due is$629.70 (see attached invoice).
The fees can be paid online at https://aca-prod.accela.com/TIGARD/Welcome.aspx by searching for the permit record
number MST2020-00273 under the Building tab. Payment can be made by'card'for a 3% service fee or select the
'check' payment option and there is no service fee.
Please email the permit technicians at TigardBuildingPermitsPtigard-or.gov once the fees are paid so that we can
issue the permit and make it available for pick up.

After clarifying fixtures on the worksheet with Joe Ross, the corrected worksheet is attached.
The current meter is a 5/8 inch size though they should be at a % inch size. With the additions, the meter will need to
be increased to a one inch meter.

Thank you for the follow-up- I wasn't 100% how to represent a few things.
Current bathroom sinks and toilets are 4 and 3, respectively.
Then the additions are 1 sink, 1 toilet, and 1 bathtub/shower.

When additional plumbing fixtures are added to an existing dwelling, the applicant must complete the
attached water meter fixture worksheet and submit to our Utility Billing (UB) division to determine if
the existing water meter is adequate to serve the new total plumbing fixtures. UB then emails back
their approval of the worksheet.
Typically for home remodel projects, we issue a single combination or'master' permit that
encompasses all trades, building, mechanical, electrical and plumbing in one single
permit. Unfortunately, only the building permit application was submitted to us for plan review, and
the description of work reads "convert existing framed/roughed-in storage area to laundry room" and
it does not mention that additional plumbing fixtures were being added to the old laundry room, and
the plans do not show the old laundry room with new bathroom fixtures. Also,the plumbing permit
obtained online by the contractor does not accurately describe that additional fixtures were being
added, it just reads "laundry/bathroom/kitchen remodel".
In summary, we were unaware that additional plumbing fixtures were being added to this dwelling
until now. We need the attached worksheet completed and emailed to UBOnlinepay@tgard-or.gov as
soon as possible for their approval. UB will email a copy of the worksheet and their approval to the
permit technicians after their review so that we can complete post-review and make this permit ready
to issue.
