04/26/2004 - Minutes TIGARD WATER DISTRICT BOARD of COMMISSIONERS MEETING Serving the Unincorporated Area Monday, April 26, 2004 7:00 p.m. Members Present: Beverly Froude, Marc Delphine, Janet Zeider, George Rhine, and Norm Penner Staff Present: Dennis Koellermeier, Tom lmdieke, and Twila Willson Visitors: Charles Radley 1. Call to Order— Commissioner George Rhine called the meeting to order at 7:02 p.m. 2. Roll Call— Staff called roll and all board members were present. Introductions 3. Approval of Minutes — January 26, 2004 Commissioner Beverly Froude motioned to approve the minutes of the January 26, 2004, Tigard Water Board (TWD) meeting and Commissioner Janet Zeider seconded the motion. The vote to approve the minutes as presented was unanimous. 4. Visitor Comments - None Charles Radley introduced himself. He requested that the TWD meeting minutes be posted on the city webpage. Staff will process that request. He also requested clarification about whether the Tigard Water District owned the infrastructure and parcels of real property. Mr. Dennis Koellermeier stated that the TWD does own properties and infrastructure in the forms of pipes etc., however they have been pledged to the Intergovernmental Water Board (IWB) for operational purposes. There is a dissolution provision that should the IWB cease to exist or the TWD leave the IWB, the process is in place the establish the value and reidentify the facilities and assets. The TWD is the title name on several pieces of real estate. Questions have been raised with the annexation proposal of the Bull Mountain area and copies of the original IWB agreement would clarify those questions. Staff will mail Tigard Water District Draft Copy April 26, 2004 a copy of that agreement to Mr. Radley. Commissioner George Rhine asked Mr. Radley to stay after the meeting closes to discuss any other questions he may have. 5. Budget Process FY `04/05 • Calendar Adoption and Actions Mr. Tom Imdieke reviewed the proposed budget calendar of meeting schedules and publication actions. After a brief discussion, Commissioner Norm Penner made a motion to adopt the calendar as presented, Commissioner Janet Zeider seconded the motion, and the board unanimously voted to accept the calendar. • Appoint Budget Officer A discussion of the responsibilities of the Budget Officer was reviewed. Tom lmdieke will help walk through the process. Commissioner Penner motioned to appoint Commissioner Beverly Froude as the Budget Officer, Commissioner Zeider seconded the motion, and the board unanimously voted to accept the appointment. • Present Budget Committee Candidates Charles Radley volunteered to serve on the budget committee, however, he was unsure if he would be able to be on time for the 6:30 meeting time. One additional budget committee member would be needed to complete the committee, however, if a good faith effort is made and another member is not obtained, there are provisions in the Oregon budget law allowing leeway to fulfill the budget provisions. • Present Proposed Budget Tom lmdieke reviewed the proposed budget with the TWD board members. The same philosophy was used as last year to create the budget for FY `04/05. Access to funds has been provided through the "Miscellaneous" category should those funds need to be accessed. The board approved the budget as presented. 6. Water Supply Update — Dennis Koellermeier The handout of the PowerPoint presentation made at the joint meeting of the Tigard City Council and Intergovernmental Water Board was reviewed and a copy of that presentation is included in the files. Topics reviewed in the water supply update included: • Water Supply Options ➢ JWC Membership • Not an owner, but have lease options to unused water Tigard Water District Draft Copy April 26, 2004 ■ Lease treatment plant and transmission capacity ➢ Tualatin River Water Supply Project ➢ Portland Water Bureau ■ Negotiations not going well • Wholesale customers subsidize their retail customers • Deadline to give notice is June 30, 2004, to renew current contract Tigard City Council and IWB will make formal decision June 8 • 60% water penalty fees - they charge for water used or not used ➢ Willamette River Treatment Plant ■ Water quality test results continue to be good ■ OSU report on fish deformities found deformities to be parasite based, not pollution based • Reviewing test results and cost reports ■ Some former anti-Willamette activists have shifted their attitude with the positive test results • Wilsonville has had good experience ■ ASR Wells • Pilot Well #2 at 1 ,012 feet and hit seven interflow zones • Reaming the hole from 12" to 24" ➢ Loading Well #2 will begin in the winter Well #3 will start when Well #2 is completed ■ Rider School Reservoir ➢ Land use permits in process ■ Fluoride update ➢ Packet of informational material was reviewed ➢ Numerous media resources used to communicate issue to public ➢ IWB is the public's avenue to discuss fluoride issues • City will collect data at numerous test sites throughout water system area to provide results of fluoride concentration ➢ Fluoride levels will never be above therapeutic level 7. Non-Agenda Items Mr. Radley wants to read the IWB agreement before asking any other questions. 8. Set next meeting date— May 17, 2004 ■ Budget Committee Meeting at 6:30 p.m. ■ Regular Board Meeting will follow at 7:00 p.m. ■ Location: Community Room of Tualatin Valley Fire and Rescue 9.
