Hello,
My homeowners association, Quail Hollow South, requires that the
Ash tree in front of my house be removed. This has been an ongoing,
phased requirement of the HOA. The tree on my property is part of
the final phase of removals, and replacements where appropriate.
I am submitting the attached pictures of the tree as well as a simple
diagram of the property along with my Tree Removal Application for
consideration and approval.
In conversations with the arborist/landingscaping company, they have
informed me that my tree most likely qualifies for an exemption for
replacement due to the small space and proximity to utilities.
This is the first time I have gone through this process as a
homeowner in the City of Tigard, please let me know if you require a
site visit and/or additional information from me or the HOA in order to
process this application before I have the tree removed.

As you may be aware the front yard trees within the community are too large for the
space and have created damage to the landscape, concrete, and utilities.
When the situation was brought to the attention of a previous Board several years ago
they went to the City to obtain permits for the removal and replacement of the trees. The
City made it very clear that the trees in question belong to each unit owner according to
the recorded plat map, not the association. Therefore, each owner would need to
complete an application for removal.
In 2014, the Board began the process for removal and replacement of the trees and
created a plan to ensure all the trees do not come out at once. We are now at the final
phase for the remaining trees to be removed and replaced and your tree is part of the
last phase.
Our landscape company, DeSantis Landscapes, will work with each owner for tree
removal, stump grinding, and tree replacement. The City of Tigard requires replacement
for any tree that is removed unless approved for an exemption. This will be required in
your permit process with the City. All costs mentioned above for tree removal, stump
grinding, and tree replacement will be at the cost of the unit owner.
To ensure the safety of the community owners are to have their trees removed before
October 31, 2020. Owners have the financial responsibility of maintenance and
safety from ANY damage caused by their tree which includes utilities. The
maintenance and trimming of their tree is also the responsibility of the owner.
Please keep in mind the association is recommending that the trees be removed to
protect the safety of the community. Owners are not required to use DeSantis
Landscapes and may use any Certified Arborist they select. Stump grinding is required.
