the decision is based are noted in Section N.

each proposed ADU. If the applicant is unfamiliar with addressing process,the applicant should
contact the project planner for more information.
SECTION III. BACKGROUND INFORMATION
Site Information:
The property is located at 9625 SW Frewing Street (WCTM 2S102CA,Tax Lot 00910),which is located
northeast of SW Frewing Street,northwest of SW Village Glenn Drive,and south of SW Ash Avenue.The
subject property and all adjacent properties are zoned low-density residential (R-4.5). The property has
one Home Occupation Permit from 2010 (HOP2010-00033) which is a Type 1 land use approval for an
ice-cream truck business.The property is not located within any overlay districts,which includes sensitive
land overlay districts.
Proposal:
The applicant proposes to convert the basement of a 3,227 square foot house at 9625 SW Frewing Street
into an attached ADU.The attached ADU will have an area of 1,200 square feet while the primary unit
will have an area of 2,027 square feet. No changes to the building footprint are proposed. The entrance
to the ADU will be located underneath an existing deck. The applicant mentioned that they will modify
the deck after land use approval. Any changes to the deck will be reviewed at the time of the building
permit submittal.
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
18.220 Accessory Dwelling Units:
18.220.050 Standards
A. Number of units.
1. A maximum of 2 accessory dwelling units are allowed per single detached house.
The applicant is proposing a maximum of one attached ADU.This standard is met.

B. Size.
2. The square footage of attached accessory dwelling units may not exceed the square
footage of the primary unit.
The applicant proposes to convert the basement of a 3,227 square foot house at 9625 SW Frewing Street
into an attached ADU.The attached ADU will have an area of 1,200 square feet while the primary unit
will have an area of 2,027 square feet. The square footage of attached accessory dwelling units does not
exceed the square footage of the primary unit.This standard is met.
C. Height.
2. A structure containing an attached accessory dwelling unit may not exceed the maximum
height for a single detached house in the base zone.
The applicant's proposed ADU will be in the basement and will not increase the height of the single
detached house.This standard is met.
E. Entrances. Only one attached accessory dwelling unit may have an entrance on a street-
facing facade. The entrance to a second attached accessory dwelling unit must be oriented
to a side or rear lot line.
The proposed ADU will be located in the basement and will use an existing basement door to enter the
ADU. The existing basement entrance faces SW Village Glenn Street. Any future attached ADUs must
face a rear or side lot line.This standard is met.
F. Parking.
1. In addition to the number of parking spaces required for the primary unit, a minimum of
1 off-street parking space must be provided for each accessory dwelling unit. Lots within
2,500 feet of a right-of-way that includes transit service are exempt from the additional
parking requirement for the accessory dwelling unit.
According to Tigard Maps,the site is located approximately 1,987.47 feet away from a TriMet bus stop,
making the site exempt from an additional parking space for the ADU.This standard is met.
CONCLUSION: The applicant proposes to convert a 1,200 square foot basement into an attached
ADU at 9625 SW Frewing Street.The primary detached house has a square footage
of 2,025 square feet. No changes to the building footprint are proposed. The
entrance to the ADU will be located underneath an existing deck. The applicant
mentioned that they will modify the deck after land use approval. Any changes to
the deck will be reviewed at the time of the building permit submittal.The proposal
is in compliance with the applicable requirements of this Title.

Final Decision:
An accessory dwelling unit application is processed through a Type I procedure.As such,this decision is
final for purposes of appeal on the date it is mailed or otherwise provided to the applicant, whichever
occurs first.This decision is not appealable locally and is the final decision of the City.
THIS DECISION IS FINAL ON OCTOBER 2ND, 2019,
AND BECOMES EFFECTIVE ON OCTOBER 3RD, 2019.

Here are the steps to apply to convert your basement into an ADU. You can submit these
materials to the City of Tigard Permit Center (13125 SW Hall Blvd., Tigard, OR 97223)
during our front counter hours: Mondays to Thursdays, 8 a.m. to 4:30 p.m. Our office is
closed on Fridays. Also, just FYI, there is a 3% charge for any credit or debit card payments,
but we also accept cash or check, if you prefer. Please let me know if you have any questions.

First step: Apply for land use approval from the Planning Division (503-718-2421).
Submittal requirements:

18.220.010 Purpose
The purpose of this chapter is to provide clear and objective standards for the establishment of accessory
dwelling units on lots with single detached houses to achieve the following:
A. Increase the number of affordable housing units;
B. Accommodate incremental growth in neighborhoods while preserving residential quality of life;
C. Provide for a variety of housing types that meet the needs of Tigard's diverse population at all stages
of life; and
D. Encourage housing that allows residents to remain in their communities and neighborhoods as their

18.220.020 Applicability
A. Applicability. The approval process and standards of this chapter apply to attached and detached
accessory dwelling units and modifications to attached and detached accessory dwelling units
wherever this housing type is allowed as provided in the use and housing type tables in Chapter
18.110,Residential Zones.
B. Prohibitions. Accessory dwelling units are prohibited as an accessory housing type to apartment,
cottage cluster,courtyard unit,quad,and rowhouse development.
C. Conflicting Standards. The standards and requirements in this chapter govern in the event of a
conflict.(Ord. 18-28 §1;Ord. 18-23 §2;Ord. 17-22 §2)
18.220.030 Approval Process
Applications for accessory dwelling units are processed through a Type I procedure, as provided in
Section 18.710.050, using the standards in Section 18.220.040 as approval criteria. (Ord. 18-28 §l; Ord.

18.220.040 Standards
A. Number of units.
1. A maximum of 2 accessory dwelling units are allowed per single detached house.
