Meeting of May 10 , 1988 , 6 :30 P.M. , Tigard Civic Center,
Community Development Conference Room.
Members Present: Jolynne Ash, Mike Marr, Stuart Cohen, Pam
Juarez, Richard Morley, Bill Monahan
Others Present: Liz Newton, Duane Roberts, Peggy Weston-Byrd,
Valerie Johnson, Wally Hobson, Eric Tinus
Chairman Cohen opened the meeting shortly after 6: 30 . Minutes of
the April 25 , 1988 workshop were approved with revisions.
Richard raised a question concerning the committee meeting time.
Since he travels from Salem to the meetings , a starting time of
7: 00 would be more convenient than 6: 30. The committee decided
to attempt to resume a 7:00 starting time following completion of
the marketing plan. The 6 : 30 starting time has been used to allow
the committee time to discuss agenda topics prior to meeting with
the consultants.
Transportation Improvements List
Liz explained the Transportation Advisory Committee ' s
schedule for consideration of transportation improvement
projects. Jolynne will direct a letter to the advisory committee
requesting consideration of the Burnham Street improvement.
Duane reported on federal funds for railroad crossings.
Randy Wooley plans to apply for funds this year, however, he
feels that it is more likely that a Tigard project could be
funded in 1989 . Duane distributed Randy' s comments on the draft
marketing study.
Salem Trip
Duane related the itinerary for the Salem trip scheduled for
May 21.
Breakfast Meeting
The task force confirmed that the breakfast meeting will be
held on Friday, June 24 at 7:00 A.M.
Review of Draft Strategies With theConsultants
The task force gave comments and suggestions to the
consultants regarding the draft study and strategies. Among the
comments were the following:
- the consultants should add the possibility of more
gateways to the downtown area. Those suggested were:
Hall and Commercial
Hall and Scoffins (and Hunziker)
Tigard and Main
Commercial and Main

- members expressed concern that the tables could be taken
out of context. Mike suggested adding the following to
those pages with tables:
"the tables are pertinent parts of the report and
should not be taken in context by themselves" .
- table H will be revised to spell out secondary uses where
there are now only dashes. The use of dashes could be
interpreted to mean there are no options.
- table H is not always consistent with the text. Eric will
clarify the text so that two uses are stated for area 1,
the SeaFirst property. Multi-family is not the only
option suggested in the text.
- area 5 is labeled "land extensive retail" and "industrial"
in recognition of the uses presently there. The idea is
not to encourage new industrial uses, but to recognize
that they will and should remain until land prices go up
causing relocation.
- the definition of "industrial was discussed" . It will be
clarified so that the extent of industrial is defined in
the report to avoid confusion. The text wiill relate to
the current definitions found in the Development Code.
- the task force discussed the possibility of expanding the
study area to include properties on the east side of Hall
Blvd. The task force decided to stay with the boundaries
now under consideration having earlier debated the
question.
- the task force discussed page 27 where the retail section
refers to clothing sales. The report implies that the
downtown could support off price clothing and not
specialty clothing stores.
- the potential for outlet stores, seconds as well as first
quality goods, was discussed.
- the task force suggested that restaurants be emphasized
more than they are now.
- the need for marketing the results of the study and the
eventual master plan was cited. There is a need to draw
potential businesses to the area using the study data.
The Economic Development Committee was mentioned as the
logical ambassadors to spread the word.
- possible improvements to the Main Street intersection with
Pacific Highway and the viaduct were discussed. Wally
suggested that public improvements to the visual image,
traffic, and parking will affect the success of
encouraging new business and the enhancement of others.

- Wally feels that two story office structures and possibly
two story retail are possible, but not three story and
taller. He noted that the lack of parking facilities will
affect potential height.
- the report does not go into depth on parking solutions as
that is to be dealt with in the master plan.
- the task force discussed potentiial funding sources for
highway improvements, traffic signals , and other public
improvements.
The next draft of the report will be available on May 17 for
review and comment at the May 19 meeting.
