SEPTEMBER 16' 1987
The meeting was called to order by Stuart Cohen at 7: 10 p.m.
Present: Jolynn Ash' Michael Marr, Pam Juarez' Stuart Cohen, arid Don
Pinkerton
Absent: Jerry Couroolle and Chris Defferding
Also Present: Peggy Byrd' Liz Newton, Duane Roberts' Valerie Johnson, and
Chris Kopoa of Portland Development Commission
A motion was made to approve the minutes with the following corre( tions :

With regard to the Action Area ordinance, the motion Mike made to recommend
prohibiting the outdoor storage of equipment was not worded to convey the
purpose. Liz said that staff understood the message and it was not necessary
for us to spend additional time on the wording.
BREAKFAST PROGRAM
Pam brought up several comments that she received from the business when they
RSVP for the breakfast:
1 . Action Areas too vague and will hurt the existing business .
2. No address on the invitations for the Civic Center.
3 . A couple of people received two invitations at the same address .
Jolynn suggested that all committee members make their phone calls to
6uuinuoouy Thursday and Friday . All agreed that we should plan for 100 people
and order food accordingly .
MARKETING CONSULTANT
Chris Kupca was introduced to the committee. We asked him what type of
consultant would he best for our study. Highlights of his comments were an
follows : PDC typically picks a marketing consultant based on the firm' s
contacts among local and national developeru/ rather than on who would do the
best study . The value of picking a well known' well connected firm is that it
facilitates moving from research to marketing. A lower cost alternative is to
hire a local firm to do baseline research and later hire an out—of—town firm
to convert the research into a marketing tool .
He also felt that consensus building among residents is critically important.
With the anchors on both ends of main street being vacant and looking for
development, he would recommend hiring a "real estate" marketing consultant to
do the study .
Chris Kopoa indicated that he would be willing to come back at a later date to
answer any questions that might come up in the course of our purouit of a
market study .
After Chris left' it was agreed that we would allow time at our next meeting
to discuss and make a decision on the consultant.
BREAKFAST PROGRAM
The mayor will be asked to introduce the committee and make a few remarks on
how and why the task force was formed. Stuart will speak on our
accomplishments, goals, and critical path. Bill Monahan will provide
information regarding economic growth in Tigard . Liz will review the PSU
study ,
' It was agreed to meet with Stuart at the Civic Center Monday night at
6:30 p.m. to finalize the breakfast program. It was recommended that we
provide a sign—in sheet and have name tags for the guests at the breakfast.
The meeting was adjourned at 0: 45 p.m.
