09/20/1988 - Minutes �^~`N ^—~ CITY CENTER PLAN TASK FORCE MEETING Tuesday, September 20, 1988 7:00 p.m. — Town Hall Conference Room MINUTES Present:Members Stuart Cohen, Mike Marr, Pam Juarez, Joy Henkle Present:Council Members Valerie Johnson Present:Consultants Joe Percival, Mike Cannon, Bob Moore, Bart Gutherie Present:Others Duane Roberts, Liz Newton, Peggy Weston Byrd, and Bob Bledsoe PARK CONSULTANT The first portion of the meeting the Committee met jointly with the Park Board to hear a presentation on Fanno Park by Murane and Associates. Dr. Graham' Park Board Chair, called the meeting to order at 7:05 p.m. , and turned the floor over to the park consultants . Joe divided the park into three sections. The section near Main Street would include an amphitheater arid Town Square. Some of the businesses located adjacent to this portion of the park, such as Stash Tea, over time would likely develop some connection or relation to the park . Other businesses, such as Burnham Business Park, should be screened off from view by plantings along their property lines . Other recommendations included providing garden space near the Senior Center' and redesigning Ash Street to connect with Main on the western nide of the park rather than crossing the park to connect with Burnham. A water garden would be developed near Civic Center. A playground near Chelsea Subdivision and""edeotrian path system extending the length of the park were other major design featureo . After, moving to the modular conference room, the Committee met with the design consultant, Bart Gutherie. DESIGN CONSULTANT In response to a question by Stuart, Bart indicated that he will prepare agendas and briefing materials for review in advance of workshops scheduled with the Committee. However, he does not anticipate that a lot of preparation on the Committee' s part will be necessary for the workuhopo . The remainder of the meeting was consumed by a brainstorming exercise. This involved each person writing ideas on cards and having all the cards taped onto a large piece of cardboard . The first of ten questions was to describe the qualities that make downtown unique. This led to a long discussion of the goals and purposes of the design study. Time ran out before the exercise could be completed. It was decided to reconvene the meeting at 7 a.m. on Tuesday, September 27, in order to complete the exercise. The meeting was adjourned at 0:45 a.m. Respectfully submitted by Pam Juarez. ht/738&D
