This worksheet will help you evaluate your project against the Tigard Triangle development standards,
but it is not a substitute for the code. Tigard Community Development Code references are provided
throughout the worksheet to guide you to the specific sections that may be applicable to your project.
1 Learn about the Tigard Triangle Development Standards, Chapter 18.660 of the
development code, using this worksheet.
Schedule and attend an Early Assistance Meeting (503-718-2421) with the city.
2 Come prepared with details about your project. Learn about the standards and permits
that apply to your project and whether street improvements, land use review, system
development charges, or new street addresses are required.
Contact all applicable Service Providers to understand how their requirements may
3 affect your project. See Page 3 for a list of service providers.
Adjust your site or building design as needed to meet service provider requirements.
Obtain all required service provider letters and emails.
Work with the city's Engineering Department (503-718-2440) to understand the
4 standards and permitting requirements for connecting to public utilities, managing
stormwater, or working in the public right-of-way.
Adjust your site or building design as needed to meet engineering requirements.
Schedule and attend a Plan Check and Permit Submittal Meeting (503-718-2421)
with the city after the city assigns new street addresses to your project, where needed.
Your submittal must adequately show how your project meets all applicable
5 development standards, engineering and service provider requirements, and local and
state building code requirements. Contact the Building Department (503-718-2439)
for more information about building code requirements.
See Page 3 for a list of permit submittal materials.

II. Transportation Facility Standards
(Section 18.660.090)
Consult with the Engineering Department to determine whether your project will need to provide
transportation facility improvements, such as right-of-way (ROW) dedication or street frontage
improvements, using the reviews process in Section 18.660.040.B.3 as summarized below:
n Project DOES NOT TRIGGER ROW dedication or street frontage improvements.
❑ No new trips generated;or
❑ New trips generated)zul ROW dedication and improvements not needed or not proportional.
n Project TRIGGERS ROW dedication (18.660.040.B.3.b) but EXEMPT from street frontage
improvements (18.660.020.B.2).
❑ New trips generated and ROW dedication needed and roughly proportional;and
❑ Project exempt from street frontage improvements:
o New ADU less than 800 sq. ft.

If improvements are required, demonstrate how your project meets the city's transportation facility
standards. A summary of each standard is provided below but should not be relied upon for determining
compliance. Consult with the Engineering Department as needed. A Public Facility Improvement (PFI)
permit is required for any work in the public right-of-way.

III. Minimum Public Facility Standards
(Section 18.660.040.B.2.c)
Demonstrate how your project meets the city's minimum standards for safety and adequacy. Consult
with the Engineering Department as needed.
Iv(Frontage on, or approved access to, a public street.
FA minimum of 24 feet of pavement and horizontal clearance on a public street along each
street frontage where access is taken.
I. /Adequate public utilities. See Tigard Public Improvement Design Standards and Sections
18.910.050 Easements, 18.910.090 Sanitary Sewers, and 18.910.120 Utilities.
Adequate stormwater management facilities. See Clean Water Services standards,Tigard
Public Improvement Design Standards, and Section 18.910.100 Storm Drainage.
ADDITIONAL INFORMATION
Encroachments (Sections 18.660.070.E and 18.660.080.0—D)
An encroachment permit is required for encroachments in the public right-of-way (ROW) where
allowed by code or the city engineer. Check all that apply.
Et.Public bicycle parking proposed in ROW
Weather protection proposed in ROW(6 ft.max.projection and 8 ft.min.clearance)
e Balconies proposed in ROW(4 ft.max.projection and 10 ft.min.clearance)
❑ Other(requires adjustment through Type II land use review):
System Development Charge (SDC) Fees
SDC fees are a one-time fee used to pay for the construction and expansion of the city's water, sewer,
stormwater, park, and transportation systems. Most SDC fees are collected at building permit issuance,
except where a deferral is requested. Contact the Planning Department to see if your project will
require the payment of any SDC fees and the city's current SDC rates.
Sewer Reimbursement District Fee
Contact the Planning Department to see if your project is in a sewer reimbursement district and, if so,
how to determine the sewer reimbursement district fee.
