The requested modification will allow installation of AT&T's "micro" sized small wireless facility ("SWF"), which is a slightly larger than its "pico" sized SWF. The micro SWF is able to serve a larger footprint than the pico SWF. AT&T's proposed modification(s) will have no impact on public safety and will merely: • add less than three inches to the permitted diameter of the canister antenna; and • allow AT&T's standard micro sized cabinet, which is 20 inches deep and must be mounted at 6 inches from the outside surface of the pole to meet PGE requirements. In addition to the following analysis under the City's design standards, AT&T's request is supported by the FCC Order, under which SWF development standards must be technically feasible.' Project Description To meet significant demand for wireless capacity in the immediate vicinity of the proposed site, AT&T is proposing a SWF at the location noted above and shown on the enclosed construction drawings. AT&T is proposing to extend the existing Portland General Electric ("PGE") pole to a total height of 38'5d". A canister antenna of 14.7 inches in diameter and AT&T's micro sized equipment cabinet, as well as a surge suppressor/disconnect, will be attached to the pole as shown in the 1Wireline Broadband Deployment by Removing Barriers to Infrastructure Investment, Declaratory Ruling and Third Report and Order,WT Docket No. 17-79,WC Docket No. 17-84, FCC 18-133 (rel.Sept.27,2018);83 Fed. Reg. 51867 (Oct. 15,2018)("FCC Order"),paras.86-87. construction drawings. The antenna and all equipment will be painted brown to match the wood pole. AT&T has two standard equipment cabinets, the micro cabinet and the pico cabinet. This SWF requires the micro sized cabinet, in order to hold the equipment and radios necessary to support AT&T's micro antenna, which serves a larger area than AT&T's pico SWF. The micro cabinet is 44"H/21"W/20"D. To meet PGE requirements,the cabinet must be mounted at a sufficient distance from the pole to allow safe climbing (6 inches). This cabinet is 10.7 cubic feet in volume, well under the 28 cubic foot limitation in the City's design standards. Wireless Cabinets and Equipment Standard 5.B.e. on page 6 of 11. Further, the FCC Order allows a total volume of no more than 28 cubic feet, with no dimensional limitations on individual pieces of equipment or cabinet sizes. AT&T's proposed equipment would occupy a volume less than 28 cubic feet. Relevant City Standards The City of Tigard's wireless facility standards allow a canister of up to 12 inches in diameter. Wireless Antenna Standard C.b. on page 7 of 11. AT&T's proposed canister antenna is 14.7 inches in diameter. For equipment, the City's wireless standards allow a protrusion from the surface of the pole of up to 18 inches. Wireless Cabinets and Equipment Standard 5.B.c. on page 5 of 11. AT&T's proposed equipment cabinet will protrude 26 inches from the pole's surface in order to allow the 20-inch deep cabinet to be mounted at 6 inches from the outside surface of the pole. Network Information AT&T is continually upgrading and expanding its wireless network throughout the City of Tigard, including the installation of the latest small wireless technology with this proposal. Upon completion of this latest addition of capacity, AT&T will operate a state-of-the-art digital network of wireless facilities throughout the proposed coverage area as part of its nationwide wireless network. The proposed SWF will function as an important element of AT&T's wireless network in the immediate area around the proposed location, which is needed to serve significant unmet demand for wireless services. This location will serve to provide much-needed capacity to AT&T's existing network. The need for improved service in this geographic area is determined by market demand, coverage requirements for a specific geographic area, capacity, and the need to provide continuous coverage from one site to another in a geographic area. 2 Request for Design Modification AT&T requests two design modifications to install its 14.7" canister antenna and micro equipment cabinet. AT&T's proposed modifications are minor, with minimal visual impacts, and the changes will not impact public safety. Pursuant to Section J. 2.4 of the City's Design Standards, AT&T's proposed design and equipment is a minor change needed to avoid an undue hardship to AT&T, and the alternative design provides a plan equal to the City's standards in that it minimizes visual impacts. Section 1.2.4. Criteria for Modification of Specification Standards The city Engineer may grant a modification to the adopted specifications or standards when any one of the following conditions are met. (c)A minor change to a specification of standard is required to address a specific design or construction problem which, if not enacted, will result in an undue hardship. AT&T's first specific design problem is that its antenna is 2.7 inches larger in diameter than the City's antenna standard. AT&T suffers an undue hardship in the prohibition of its antenna when the antenna is needed to adequately serve the vicinity of this SWF, especially when AT&T's antenna meets the applicable FCC dimensional (volumetric) standards for a SWF (3 cubic feet). The City's antenna standard arbitrarily forecloses AT&T's typical design for a micro sized facility, and relief from this standard will allow AT&T to proceed. AT&T's second design problem is that its standard micro sized equipment cabinet must be 20 inches deep in order to enclose the radios and other supporting equipment needed to support the micro antenna at this location. In addition,the cabinet must be mounted 6 inches from the pole to meet PGE standards, for a total of a 26-inch protrusion from the surface of the pole. Again,AT&T's design is consistent with applicable requirements of the FCC Order. And, similarly, the City's equipment standard arbitrarily forecloses AT&T's typical design for a micro sized facility, and relief from this standard will allow AT&T to proceed. (d)An alternative design is proposed which will provide a plan equal or superior to these standards. In considering the alternative, the City Engineer shall consider appearance, durability, cost of maintenance, public safety, and other appropriate factors. AT&T's alternative design has no greater impacts with regard to durability, cost of maintenance, and public safety. With regard to appearance, AT&T's alternative design provides an equal plan in that overall visual impacts are limited as much as is technically feasible. (IEEE) and adopted by the American National Standards Institute (ANSI) to replace the 1982 ANSI guidelines. Limits for localized absorption are based on recommendations of both ANSI/IEEE and NCRP. The FCC guidelines incorporate two separate tiers of exposure limits that are based upon occupational/controlled exposure limits (for workers) and general public/uncontrolled exposure limits for members of the general public. Occupational/controlled exposure limits apply to situations in which persons are exposed as a consequence of their employment and in which those persons who are exposed have been made fully aware of the potential for exposure and can exercise control over their exposure. Occupational/ controlled exposure limits also apply where exposure is of a transient nature as a result of incidental passage through a location where exposure levels may be above general public/uncontrolled limits (see below), as long as the exposed person has been made fully aware of the potential for exposure and can exercise control over his or her exposure by leaving the area or by some other appropriate means. General public/uncontrolled exposure limits apply to situations in which the general public may be exposed or in which persons who are exposed as a consequence of their employment may not be made fully aware of the potential for exposure or cannot exercise control over their exposure. Therefore, members of the general public would always be considered under this category when exposure is not employment-related, for example, in the case of a telecommunications tower that exposes persons in a nearby residential area. Table I and Figure I (below), which are included within the FCC's OET Bulletin 65, summarize the MPE limits for RF emissions. These limits are designed to provide a substantial margin of safety. They vary by frequency to take into account the different types of equipment that may be in operation at a particular facility and are "time-averaged" limits to reflect different durations resulting from controlled and uncontrolled exposures. The FCC's MPEs are measured in terms of power (mW) over a unit surface area (cm2). Known as the power density, the FCC has established an occupational MPE of 5 milliwatts per square centimeter (mW/cm2) and an uncontrolled MPE of I mW/cm2 for equipment operating in the 1900 MHz frequency range. For the AT&T equipment operating at 700 MHz, the FCC's occupational MPE limit is 2.33 mW/cm2 and an uncontrolled MPE limit of 0.47 mW/cm2.
