I observed and probed the subgrade exposed at the north footing and the east half of the south footing,as well as in the west interior footing near the west wall. Soils consisted of generally stiff native silt conforming to our recommendations and suitable for footing support. The west interior footing was overdug and crushed rock will be placed and compacted to subgrade. We previously provided a geotechnical report for this project. Our services for construction included on-call geotechnical observation of site stripping and preparation, placement and compaction of structural fill, subgrades for foundations and slabs, and wheel rolling of pavement base rock. Monitoring was completed on a part-time, on-call basis for the aforementioned activities during our site visits completed between June 19, 2019 and November I, 2019. Based on our observations, the activities described above and documented in our site visit reports were completed in accordance with the intent of the project specifications and our recommendations. I observed wheel rolling of the drive isles using a loaded dump truck, and observed equipment in the parking areas, including the heavy grader. Base rock was well graded and being compacted with a smooth drum roller. Only one area of unsuitable deflection was noted, roughly 50 feet NNE of the NW building corner in the center of the drive isle. The area was 3yards by 5 yards and I marked it in white paint. Excavation in the center revealed suitably stiff conditions at 18 inches,and I recommended the whole area be dug to this depth and replaced with the on site crushed rock. This subgrade conforms to our design assumptions and recommendations. The fabric on site was Mirafi 140N and is too light and not suitable,and should be a 160n (equivalent to the Propex 601) or 180n,with the geogrid overlying it(Tensar BXSQ2020 or equivalent). The base rock will likely flow seasonal seepage through it and outlet in the base rock to the paved area,which should be intercepted by the storm line rock backfill to flow downgradient away from the building. A section of 12 inches of base rock over geogrid over separation fabric is suitable for support of fleet vans and light 2-axle panel trucks for a design life of 10 years and an accepted rut depth of 2 inches over time. Fabric and geogrid must be per the geotech report (Propex 601 and Tensar BXSQ2020 or equivalents). This section assumes construction in dry weather conditions. Subgrade stabilization, including additional rock thickness and a 2nd layer of geogrid 6 inches above the base may be required depending on the timing of excavation and the actual conditions encountered, as well as any use as a construction haul road. I observed generally medium stiff silt subgrade with occasional cobbles in the central northern parking area,with stockpiled suitably clean and well graded Tigard 1/4"-0 ready to be placed to protect the subgrade. The northeast corner contained many very large basalt boulders/blocks to 8 feet in dimension that will require rock hammering to remove. A minimum of 4 inches of crushed rock cover is needed as base in those areas. I observed and probed the dense 1/4"-0 pavement base and curb base in the southern parking area. The rock is currently suitable and dense, but is not working blanket thickness,and care should be taken to prevent subgrade disturbance and softening prior to paving. I observed well graded suitable crushed rock fill being placed. Will stated the exterior lift was 6 inches which was suitable. The first lift on the inside was one foot,and compacted, and for the first lift nuclear densometer pin driving indicated the bottom six inches was loose. For this initial lift this is suitable, however,the second lift was being placed 2 feet thick. In order to achieve suitable compaction and reduce the risk of the fill settling away from the dowelled slab, I recommended 8-inch lifts. Will requested a return visit tomorrow morning to observe compaction of additional lifts. I observed and probed the subgrade exposed on the west end of the south footing to within 15 feet of the west wall,the fill placed below the slab west of that terminus,the elevator pit, and the remaining interior footings. Subgrade generally consisted of stiff silt and crushed rock fill suitable for footing (and slab) support with one exception. The interior column subgrade adjacent to the northeast end of the elevator sump pit was soft to a depth of roughly one foot. I recommended that area be overexcavated and replaced with crushed rock structural fill. Will requested a return visit Monday afternoon to observe additional excavation to the southwest. I observed and probed the subgrade exposed at the north footing and the east half of the south footing, as well as in the west interior footing near the west wall. Soils consisted of generally stiff native silt conforming to our recommendations and suitable for footing support. The west interior footing was overdug and crushed rock will be placed and compacted to subgrade. Other footing excavation is ongoing, as well as the elevator pit, and Will requested a return visit Friday afternoon.
