07/20/2017 - Summary Transportation PBS Advisory Committee Meeting Notes Pedestrian-Bicycle advisory Sub-committee (PBS) Meeting Date Thursday, July 20th, 2017 5:00 to 6:30 PM Location Red Rock Room, City Hall, Tigard PBS Members: Jen Vasicek; Steve Boughton, Ben Gooley, Serge Killingsworth, Stephan Belding, Alan Eckert, Jonny Polivka, Basil Christopher (notes); City Staff: Mike McCarthy, and Sam Copelan (CD Intern), Bob Burdalski (Eng Intern) Item # (Time) AGENDA Items with Meeting Notes # 1 (5:00) Welcome and Introductions Round the table introductions. # 2 (5:05) Review and Approve Meeting Notes June meeting minutes accepted by those in attendance. NOTE: PBS is not required to approve its notes/minutes. # 3 (5:06) Member and Guest Communications/Announcements Alan mentioned Portland Bike Town had it's one year anniversary in July. Biketown is the Portland bike share (or rental bike) program. #4 (5:10) Bike-to-Market [Thursday]—Market Day (Jen) Jen mentioned that (Tigard) farmers market was being held on Thursdays and opportunity for a Bike to Market event. The subject was discussed by the committee. It was observed and noted there appear to be only a few vendors that are participating. Committee members did not show strong support for a follow up bike to market event. #5 (5:12) Membership with State Bike/Ped Mike shared the announcement that Oregon Bicycle and Pedestrian Advisory Committee (OBPAC) was seeking to fill current openings on the bike/ped advisory. OBPAC meets several times a year; with meetings at various locations within the state. Anyone interested can get more information on ODOT's website or by internet search. OBPAC, is an eight-member committee appointed by the governor that acts as a liaison between the public and Oregon Department of Transportation. It advises ODOT in the regulation of bicycle and pedestrian traffic and the establishment of bikeways and walkways. Transportation PBS Advisory Committee Meeting Notes Pedestrian-Bicycle advisory Sub-committee (PBS) #6 (5:16) Speed Reduction Campaign (Buff) Jen shared information (from Buff) about Germany outreach effort meant to help slow driver speeds in neighborhoods, etc.; where participants were asked to sign an informal agreement in support of slow speeds program where slower speeds where honored. Jen shared other details about the campaign; which had some success. Mike shared experience with speeds on local streets including speed studies. Use of Speed Readers and signs were discussed. Committee briefly discussed voluntary program for Tigard. More discussion on this item was suggested for August (or future) meeting. #7 (5:42) Pie-in-the-Sky Group ride suggestion; good discussion from committee about potential ride. #9 (5:55) Engineering Update: Repaving/construction (Mike) Mike distributed map with resurfacing projects for summer 2017 and gave comment on bike access improvements with project construction work. Paving will be using slurry seal, chip seal, fog seal, etc. was mentioned. #8 (6:12) Ped Bike Small Protects report (Mike) Mike shared results of small projects priority; gave details on each project with questions and comments from committee.
