MEETING DATE/TIME: Wednesday, Feb. 22, 2017; 7 p.m. MEETING LOCATION: Red Rock Conference Room, City Hall 13125 SW Hall Blvd., Tigard OR 97223 Committee Members Attending:Jeremy Audritsh, Basil Christopher, Cathy Olson, David Hanna, Dolly Specht, Amelia McCreery, Kristen Fitzpatrick, Miranda Wood, Connie Ramaekers Applicants for the Committee Attending:Joseph Lyons,Alexandra (Lexi) Hallum Other Attendees: Liz Newton,Assistant City Manager; City Councilor Marc Woodard; Rudy Owens, committee liaison 1. Welcome and introductions. The group welcomed Councilor Woodard as the assigned council liaison to the committee. Owens informed the group that member Sue Carver was stepping down effective that meeting. Family issues require her attention for the foreseeable future. 2. Review minutes: The committee reviewed the draft minutes from its Nov. 16,2016, meeting and requested spelling errors be corrected. The group unanimously approved a motion to adopt the Nov. 16, 2016,meeting minutes. 3. Introducing new applicants for the NIC; discussion and vote for membership. Five applicants were invited and had outstanding applications:Joseph Lyons,Lexi Hallum, Gloria Pinzon Marin,Terri Purdin,Anne Kinnaman. Only two applicants attended: Lyons and Hallum. Both were given a change to introduce themselves and explain their interest and answer questions. She said she worked at the City of Tigard Department of Public Works and on recreation activities. She likes the vision of being a walkable community and neighborhoods. She is Passionate about the ADA and including Hispanics in city activities. She has a strong interest in the city's ongoing efforts to promote walkability. The group also discussed that she would not be able to participate in any votes involving her professional work responsibilities in Tigard Public Works. Other city committees also have city employees. Lyon said he has been a frequent trail user and has appreciated the improvements to them when he trained for ultra events. He also has met with the Bike and Ped Subcommittee. He has worked the last four years as a realtor and is a lifelong Portland area resident. He said he also worked with a group caring for a local cemetery. The group made a motion to accept both members. Both were accepted unanimously. 4. Revised plans and bylaws for the NIC to become the Citizen Engagement Committee (CEC):Assistant City Manager Liz Newton provided the group with additional information about the proposal to expand the group's responsibilities and change to the Community Engagement Committee. She led a discussion of the proposed bylaws that were reviewed by the committee. She explained it would become an official committee. Newton said they had some latitude in to committee size (15 members, 14 neighborhoods). She said the group would be open to applicants in the urban growth boundary. Newton said the newly configured committee would be as diverse as possible. In the future, applicants would have to be approved by the City Council. Newton explained that the committee could choose to grandfather in current members and stagger their terms, but they would have to have terms. The committee would still need a chair and vice chair. She said the group may wish to meet more often than quarterly. An annual report would need to be submitted to the council. She noted the council liked to hear from the work of citizen committees. Council Woodard added the council took all committee input very seriously. Newton told the committee the concept was supported by the city's leadership team as a channel to formally receive citizen input on community engagement. Newton proposed they have an April meeting to finalize all changes to the proposed bylaws. The committee asked about committee length of service, and Newton said they could have a transition term and be eligible for two full terms. The group also asked about ensuring community membership. Newton said the Council would help to ensure that. Owens said he would create a Google map showing the locations of the current members in order to show members locations by neighborhood. Hanna expressed concern about a group that would up to 15 members. The group discussed the inclusion of participants in urban, unincorporated areas as defined in the bylaws. Newton said the draft could be changed to show such positions would be "prioritized" not "reserved." Overall members liked the 15-member limit and having diverse membership. Christopher asked about the Community Participation Organization (CPOs), two now covering Tigard. Newton explained that OSU no longer managed them and they were being transitioned. Two CPOs now cover Tigard. A regional transition committee spoke to each city how to address the CPO program, and they liked Tigard's proposal captured in the new draft bylaws. Newton said county issues can be brought the NIC/Committee for Community Engagement. Wood suggested the name Committee for Community Engagement (CCE). The group liked it. Wood also asked about their roles. The group would propose what might work best on their understanding of neighborhoods and residents. Another example would be the siting of cannabis facilities.What would this group want to see? She also mentioned the two upcoming ballot measures on urban renewal and what ideas would this body might have for informing and engaging residents. Christopher asked about tools for engaging the public. Newton said the group can help to recommend ideas. It could mean having more information online. Newton also said committees could share information with other committees. Councilor Woodard said members of this group could meet with other committees and host guests from other committees. Regarding a quorum,Newton said if there were 15 members, having a quorum required having eight present, and in that circumstance, five would cast a vote. Olson suggested having meetings on the third Wednesday, and generally the group settled on meeting once every two months. They planned to meet the third Wednesday of April (April 19). Once questions ended, the group made a motion to accept the draft bylaws to create a new Committee for Community Engagement (CCE), still currently known as the NIC. The committee unanimously adopted the motion. 5. Update on the Tigard Triangle Urban Renewal Plan and City Center Urban Renewal Plan Amendment ballot measures that will appear on the May 2017 ballot in Tigard: Owens shared information about the two measures on the May 16 ballot. The group asked questions how urban renewal funding was used. Councilor Woodard explained it enabled improvements to be made to the downtown area with the existing urban renewal plan. The Triangle would be a new area. He explained that it was not a new tax. It froze taxes based on assessed value. The tax revenue would be used to fund blighted areas. Comments and input from around the table. Hallum mentioned the upcoming Latino networking event at the Library on March 22 and spring egg hunt on April 15. Committee members thanked the city for how it responded to winter weather this year. Ramaeker shared information about the nonprofit group Tigard Turns the Tide,which she works with. They meet once a month. 7.
